The other openings are emblematic of a long-running staff shortage at Lincoln Hills and other Wisconsin prisons. Corrections officials have had trouble recruiting and retaining employees, especially at a time when unemployment is low and correctional officers make a starting wage of $16 an hour. 
Because of the staff shortage, employees are forced to frequently work 16-hour shifts, sometimes with little notice. Those long hours contribute to workers quitting — exacerbating the problem.
